Jal Jeevan Mission

A project management app


Jal Jeevan Mission (JJM) is a central government initiative under the Ministry of Jal Shakti. It aims to ensure access to piped water for every household in India. Tata group has partnered with the government to develop a mobile app for JJM. The objective of this app is to enable the JJM workforce by providing them the right workflows, tools and information to ensure project’s success.

Research

How exactly does JJM work?
The first step in the project was to understand the JJM scheme inside out. Inputs were gathered from multiple sources to build an understanding of JJM.

To get domain knowledge each team member studied the Operational Guidelines of JJM put forward by the central government. Some inputs were given by center officers. Interviews were also conducted with junior engineers, implementation support agency members, and VWSC members to understand the challenges in the current system.

After the desk research, I stepped back and listed all the potential user groups and made a note of their role within the implementation of JJM. Junior engineers, ISA members, VWSC members and Senior officials. They are four distinct sets of potential users and they are extremely diverse from each other. Be it their educational background or tech-savviness or motivation levels. Going ahead we focussed on Junior engineers and ISA members only.

Junior engineers and ISA members are responsible for carrying out the important tasks. Hence, they became the primary users of the solution. Some more user interviews were conducted with these two profiles. Based on the interviews, user persona and journey maps were created. It helped us understand the problems faced by them.

Solution

The problems faced by the users were clear by this point. So the next step was ideation and mapping features to solve these problems. After ideation, three broad themes were identified in the solution space.
